The sickening footage shows the child, aged around 10, pushing the victim to the floor and using a small knife to cut off his head.
The gruesome murder comes at the end of the 17-minute long video and is a new low in ISIS’ use of child soldiers.
The clip begins by showing the child dragging a man in an orange jumpsuit along a forest pathway.
In an unusual twist for ISIS murder videos, the child-executioner has his face completely unmasked.
This is almost certainly to show-off the knife-wielding boy’s baby-face – a vile development in the terror group’s exploitation of children.
As the boy-executioner leads his victim through the woods, Arabic religious chanting known as a nasheed can be heard.
Moments later the boy stops and the man is seen kneeling in front of him.
“Oh America, these are the soldiers you armed and you spent money on to fight the Sharia of Allah,” he says in fluent English.
“I wish to meet you on the hills of Dabiq,” he adds – a reference to an apocalyptic prophecy in the Koran.
Although the child is speaking in English, it is not clear if he is of British origin.
The clip ends with the child pushing the victim to the floor, taking a deep breath and then uses his knife to cut off his head.
As in so many other gruesome ISIS murder videos, the victim’s head is then seen placed on his back as the footage fades to black.
The video is believed to have been filmed near the embattled Syrian city of Aleppo.
